An Eagan massage therapist charged with sexually assaulting three clients since May was not licensed at the time of the last two alleged assaults, the city said Wednesday. A nationwide arrest warrant has been issued for Le, who faces felony third-degree criminal sexual conduct in that case. Le was charged June 11 in connection with the first alleged assault on May 6. He was charged by summons but was not booked into custody, court records show. The second case was filed on Feb.
He was released from jail Feb. Eagan requires a license for massage therapy services. Applicants must pass a background check. Police do not enforce massage therapist licenses as they do liquor licenses, for example, Horwath said.
The first allegations surfaced when a woman went to Eagan police on May 6 and reported that Le touched her vaginal area during a full-body massage two days earlier.
Later, the woman texted Le and told him what happened was inappropriate. Le had a remote court hearing July 23 on a charge of fifth-degree criminal sexual conduct, a gross misdemeanor. He was ordered to follow interim conditions. Prosecutors added a second charge to the case in November, felony fourth-degree criminal sexual conduct. A second woman came forward on Feb. She said he was breathing hard, which made her uncomfortable and scared, the complaint in that case says. Le put his hand in her underwear toward the side of her vagina, the woman told police, and then grabbed her left arm and forced her hand to touch his crotch.
She pulled her hand back and told Le to stop, which he did. When the massage was over, Le apologized. He explained to her how to go through Groupon to get a refund. Le was arrested and charged Feb. He appeared in court for an in-person hearing the same day and then posted bond.
